needs to give a letter to the officer concerned in the circle issuing the notice, requesting him to cancel the other PAN card quoted. The letter must mention that the alleged second PAN card number. The I-T department is expected to do the rest and cancel the second PAN card in due course....You have to have a good reason for getting this cancelled.aplly to the Income tax deptt for cancellation

If you do not require the pan card do not use it and if you have already used it for some purpose their records can be up dated with proper the website and apply online cancellation where they will provide you the number note that number and send to Authority with application.
