I do not know where you live but TV antennas will not stop working in 2009, as the first responder said. In 2009 in the US, broadcasters will stop broadcasting analog TV signals, but antennas will still work for the digital signals.
Now, as for your electric shock, if it were a static charge buildup of some sort, there is no real problem with this. However, there is a chance that your TV or something connected to it has an electrical fault of some sort and that is pretty much impossible to diagnose from a distance. I would call an electrical expert and have him check it.
