Images and videos can be compressed to save space. If too much compression is used on JPEG images, then small squares start appearing- this is called pixellation. This is an artifact of the compression process which throws away data.

A checkerboard or quilt like coarse grainy effect of tiny or even medium sized squares over portions of a picture. It is used to disguise or censor part of the picture content or is encountered due to inability of the processing of digital video to keep up with subject motion and other frame to frame changes
