Can we call ambulance even if we do not have any relation with a road accident victim? 1066 refused to send ambulance. Can they do it like this?

Dd u notice that in scooter and car collision, the public makes a big crowd, always in support of scooterist.Mistake of overtaking/comng n right done by scooter

in accidents, the public sympathy goes towards a person who is hurt in spite of the mistake lies with person who is hurt in the accident. If a car comes and hit a lorry with a rash driving, the public supports the car, I dont understand this mentality.
