Itching of the Glans edge and swelling is called as Balanitis. Is your foresing ok or it is also itching. This is caused by yeast infection. Please get your self checked for diabetis. Diabetics are more prone to balanitis as well as as Balanoposthitis a condition where glans egde as well as the foresking is inflamed and is itching.
You need to maintain a hygeine and wash the area with some antiseptic every time you go for urination. If problem persists visit a doctor.

stop using or applying any soap there just washout with normal water, use mustard or coconut oil to rid this infection.
