The Mahatma is absolutely right. Happiness is a state of mind and can only be attained when there is perfect coordination between your thoughts and actions. Whne things go according to what is planned, we are happy, however, when things go averse to what we thought and were prepared for, we start getting irritated and disappointed. Besides, when u think of doing something, say something else and end up doing something different, you start feeling low. Pressures of different kind hold you back from doing what you actually want and that depresses you. Hence, the meaning of these lines are most relevant.
