, for the same reason i wouldnt buy something like that myself.If as you say budget is not a problem, then upgrading to PCI-e might be a good move, i recommend socket 939 AMD CPU, something like an Athlon 64 3200/3500 would do fine, or better yet, an Opteron from the 1 series.If you...do decide to upgrade to PCI-e you will get a much better PCI-e card for your money than the AGP counterpart, then do some research

it will depend on two factors - 1 what is wrong with ur current one - 2 how much u r willing to pay. if ur PC is working fine and u just wanna increase speed or performace etc, upgrade RAM/cards. but if u willing to pay, go for a new one....It is up to u and what type of upgradation u want, if the upgradation u want can be upgraded in older system and u think that ur system will perform good after
