While making promotion people shouldnot forget the seniority at the same time merit tests should be conducted for the seniors also while attempting for the merit a seniour would also be benifitted and not by seniority. complaining may make u lose ur job even if ur senior is not in the good books of the senior management. complaining about ur seniors or peers is looked upon as backbiting in most workplaces and this affects the team in a very negative way. instead, try to talk to ur senior urself. each person has an ego that can be raised to believing that he/she is the best. and thats mainly what all human beings want
