Restarted PC, Still no goI uninstalled SP-2 in windows still in safe mode, was slow to start in safe mode each time I did this thinking of a WinXP reinstall. my disk is SP1I restarted PC, it started on its own as it should. I then reinstalled all windows items, i.e. updates and SP-2 and more updates, I then installed the norton product at the very end.I am not saying this is your answer, but your problem

I dont get what do you mean by a reinstallation disc. Anyways Before you perform a repair/reinstalaltion or in-place upgrade, have the Windows installation CD and the product key available. If you do not have the Windows installation CD and the product key available, you cannot reinstall Windows.
