Good point you have raised and my answer is the way me take it. The lines you have said is half of the phrase. Generally poor person do dishonestly things to earn some bucksmoney, it does not mean that all come into that dishonesty category. The percentage of poor people dishonest is more likely than the poor people more honest. But dishonesty is with any person irrelevant of what ever is his status
