The delay is most likely the system timing out when looking for something on a non-existent or inaccessible network path.The reason why the timeout exists is because Windows does not know where a network path is physically located e.g., in the next room, or 3000 miles away.So, it has to allow time for the connection to be established, and so it waits for a specified length of time for that to happen
