its for the full light or we can dipper light...Ther are two settings of lighs in a bike. The high beam and the low beam. The low beams throws light on the road while the high beam throws it straights and upto a larger distance. I do agree with ur point......... i really face difficulty when ppl throw the lights diretly on the eyes.... because of this we cant see anything for few seconds....... that can lead to accidents
