Cannot say what the problem is .But possibility of a virus .I was having this problem some time back and detected a virus .Probably uninstall IE ,scan PC with anti-virus and then reinstall IE .This should probably solve any problem .Lack of memory can also be a cause .

No its not banned...well try using mozila firefox.u wont have a problem then...stay cool...Yah there is problem in ur Browser setting and that is bcoz of virus or any administrator permission....try any online site scanner to know the problem...Boss I think ur system has been attacked with some Virus.

Well, This normal when we use Internet Explore the message alway come when we are using Internet Explore version 6. But if you download and install the new version of internet explore 7 then there will no such problem.
