generally people who listen to music in loud possibly have some inner tensions expressed in this way. Bring the matter to his notice first, cause he may not be aware of disturbance of his neighbours--...I think he behaves in negative intentially to disturb your family. ....anything that is against our wish or against the entire humanity is a disturbance of the peace. To be calm and undisturbed we can just be onlookers as the whole system is running like this.
