Unlike the above responses, the reality is that chewing tobacco causes health problems at a rate of 5 of that of smoking. Yes, you have every right to your records regardless if its your doctor or dentist....Normally they wont give them to you but ask for the info of the new dentist and then mail them onto them.To hand over a persons medical records is not normally done as you would lose all history on what was done....The records are property of the dentist. You can not ask for them, but you can ask for a copy of them.
