Is it allowed to take a demand draft from sbi personal banking branch without having an sbi account?

It is their business. Like in a shop specialising in grocery you can purchase a tooth brush, the same is the way with the banks. They earn as you apply for a Draft or a Demand Draft. They add with such complaints.
