not always....children should watch television but for a certain time period not always sitting infront of tv and watching... and jsut take care what programme they are watching....Children should be allowed fulfill the need of the child but should see that the child is not getting addicted to TV or watching adult channels,etc....TV in lot ways increase kids mind and awareness.
