that's easy only government servants are going to get pensions ....so next step is to find out various departments of governments i,e police department , accounts department etc.........and find out all grades of each department now in secretariat of each state we have got no of people getting pension
in various departments who are alive by now...so take each grade of each department as a unit and calculate average this takes no less or no more than 2 days of hard work...that;s it...
