I've lost my PAN Card. Should apply for a new one or go for a duplicate one. Should I file a case in PS and take a FIR for application?

Get a duplicate one. No need to file a FIR.

U can always apply for a duplicate one with the xerox copy of the old one, usually all the details of ur PAN will be available, all U need to do is apply for the duplicate one. All the Best & Good Luck !
