Of course as a part of indian intelligentia he has that right to voice his concern or happiness or share his views on anything about the national development. When many countries have signed the 123 agreement what is the hindrances or resrvations for india not to sign that agreement. Remember india lacks the independenet voice right from the 1950s as far as america is concerned. During the election of the Shashi Tharoor un secy general even her allies in the afircan continent didn't support his candidature. This is india whose voice is never heard by the Us. But that's should not hinder our signing the deal as it has stored some benefits for us. The left row and sp move are nothing but bracing before poll. And Kalam was right in voicing his view. A former or ex president does not mean gag or restraint on their freedom of expression.
