the boy is not having any extramarital affair is sexually normal but does not want to come to the doctor and nor having sex with his wife for the last three yrs

Hi,
Show him to Psychiatrist or counsellor as he may be scared of sex. There are such cases.

How can the question be answered without knowing where in india are you. Anyway in mumbai govt law college is the best in thane TMC law college etc.

101% correct. Laws alone are insufficient to abolish dowry system completely. Time has come for a social change in minds of people. Preferably new generation people can come together and oppose the dowry system. Its really time to say no to dowry.

The second punishment i.e. after throwing acid kill him by hanging seems to be more perfect as he will himself realise the pains and feelings after throwing acid.
