HD ready tv is High Definition - meaning more clear, concise and crisp picture as well as sound.
There is special programming through your cable for this if you have a High Definition television.

The event occured in his home area, not anywhere near Hogwarts.

He breaks the law against the Use of Underage Magic (especially in the presence of a muggle!)

The Decree for the Reasonable Restriction of Underage Wizardry, 1875, specifically forbids wizards under the age of 17 from using magic when not at school. This restriction for underage magic is key to preventing nasty accidents, as well as preventing inadvertent use in front of Muggles. And even Clause Seven of the Decree states that magic may be used before Muggles in exceptional circumstances, such as life-threatening situations, something to remember at all times.
Section 13 of the International Confederation of Warlocks' Statute of Secrecy, as well as Paragraph C of the Decree for the Reasonable Restriction of Underage Sorcery, makes it a crime to do magic in a Muggle-inhabited area, in the presence of a Muggle.

It is never necessary, however when watching a DVD on a HDTV it is helpful. Although not as good as a true HD movie like on an HD-DVD, upscaling DVDs can provide great image quality acceptable even on the highest resolutions like 1080p.

There's a website called DTVanswers.com

If you already have cable, or satellite tv, you don't need to do anything. If you still use your airwave antenna, and you want to use your old tv, you will need to buy a converter box at an electronic store. The government is offering two free $40 coupons to each household that wants them. It should pay for most or all of the converter box.

If you buy a completely new tv, it will likely have the converter built into the tv.

Most times they are the same but a satellite signal needs to be carried by RG6 cable it is a heavier gauge wire then say RG59. Regular or analog cable signal is sometimes carried by RG59 but digital cable should use RG6.

What is a raster circuit?

A raster is the trace of the electron beam in a TV tube that makes up the image. It starts at the top left of the screen, and draws a line to the right, then returns to the left, slightly lower and draws the next line. When the very bottom line has been drawn, the lelctron beam will return to the top and start again. This pattern is called a raster.

A raster circuit generates a ramp voltage or current to deflect the beam inside the tube from left to right, with a very fast return to the left to start again. At the same time, a similar circuit generates a slower ramp to deflect the beam from the top to the bottom of the screen. Together, these two parts make a complete raster curcuit.

This is a simplified explanation and a web search will produce results of more detailed explanations.
