From the way I see it, if you currently have cable or satellite television, you have no worries. You are already viewing a digital image - please do not confuse "digital" with "high definition" television - High def is another form of existing digitized signal which requires additional fees for the monthly service.
The free "over the air" (analog) transmissions of signals (from a transmitter tower) to existing rabbit ears or rooftop aerial will cease on February 17, 2009, and you will only see white snow on the screen. At that time you will need to convert to digital (cable or satellite) in order to watch television broadcasts. Some present sets are already 'cable ready', so it doesn't mean that everyone will have to but a new set.
The only unfortunate things is, that by 2009, we might be watching a steady stream of commercials interrupted by television shows :-) !!
There will be converter boxes available for purchase for those sets that can only receive analog signals. There is a plethora of information on the website mentioned below:
