Who said people of our country dont want to develop? Dude, we have been developing faster than what we had expected couple of decades back. Indian economy has been growing at the rate of more than 8% per annum, the salary is increasing at the rate of around 15 % per annum and thus there is an increase in the per head capita of the people of india.
There has been lot of negativity around though, like on every crossroad, people say that nothing good's gonna happen to this country, and thats the negativity around. If you come at some metro city you will see the developement around, but if you are in some remote village asking us this question then well, wait for some more time and you will see change around too. If you are talkin about the mentality of indians, well i agree that we haven't been developed yet. We are used to staying in group, means, we are brought up in joint family and then we have hight emotional quotent than those of americans, if you are even making a comparision. So, we have been used to with the feeling of "chalta hai".
I know i haven't completely answered your question in first place, but then its a huge topic to discuss about...
