I am 25 yr old male,ihave a problem that foreskin of the penis does notslip back when the penis is in erect position, i.e it does not come off the head of penis

Dont worry, this is not a problem at all. In case you are getting regular inflammation in the region of glans then go in for a circumscision surgery. Its safe and more hiegynic.

I had done TORCH test in that i have a rubella of 4.89 igG & cytomegalovirus 2.39 igG.i got two miscarriage.is this the only reason for it? what should i have

Rubella virus is responsible for German Measles and you can take immunization for this. Its good that you had miscarriage as this can infect the placenta and cause deformaties at birth including heart related deformities.
Cytomegalic Virus : it infects almost 40 % adults in US and unfortunately there is no cure. You need to maintain proper hygeine like wash your hands properly at different intervals etc.
Its difficult to say if miscarriage is cause by this virus but definitely Rubella virus can be a cause.
Make sure you are clear of these two before you plan a pregnancy again.

Hyperthyroidism can be controlled by proper medication. It does not have any adverse effects on pregnancy. Some times it develops during early months of pregnancy.
The condition and medication will not effect the baby at all and even the labour and delivery could be normal. But you must be regularly under medical guidance.

Morning : A glass of milk with 2 toasts and butter or 2 boiled eggs or omlette. A bowl full of fruits like a banana and an apple or as per choice. She has to take iron supplements and vitamins prescribed by doctor.
Lunch : 2 to 3 Chapatis, Dal, vegetables or chicken or mutton if you are a non veg and a bowl of rice. Fruit juice or fruits of choice.
Dinner : similar to Lunch may be a chapati less and a glass of milk with supplements as prescribed.

There are lot of Doctors in Chandigarh. Visit any gynaecologist's clinic and she can do it. The charges could be Rs. 5000 to 10000. I can not give you contacts of doctors you need to visit and find out.

Well it must be taken under the guidance of your doctor. Dont indulge in self medication as this could be dangerous for you.
Consult your doctor as the doctor needs to understand your condition properly, I can not suggest this from a distance.
Avoid as much as you can and if you can not avoid then go for it but with caution and care. make sure you do not observe any difference in behaviour, mood, tiredness or any othet condition which is not usual. Report it to your doctorimmediately and take advice.

Itching of the Glans edge and swelling is called as Balanitis. Is your foresing ok or it is also itching. This is caused by yeast infection. Please get your self checked for diabetis. Diabetics are more prone to balanitis as well as as Balanoposthitis a condition where glans egde as well as the foresking is inflamed and is itching.
You need to maintain a hygeine and wash the area with some antiseptic every time you go for urination. If problem persists visit a doctor.
