take alphabet cubes for your kid, and few simple alphabet charts( animal /fruits/ flowers etc) and ask hi to arrange the cubes as per charts, on every right arangement reward of love and his favorite .........he will take habit to do it and then write it.

if he is evading then court or laws cant help,
u cant not make it stable unless he gets ready to carry the relation.
but if he is ready to carry the relation, then he will take all reasonable steps to court marrige.
