It should say "Press any key to boot from CD" or something
press a key, and it should do some stuff for a while.. until you get to a screen with blue and white text saying what you want to do.. follow the instructions.. its simple enough to follow

First, make sure absolutely NOTHING you cannot afford to lose is on the drive you're going to reformat/install Windows on (let's say the C: drive.) Backup it to any pen drive/external hard disk. Follow these steps!
Insert the Windows XP Bootable Setup/Installation CD in the CD drive and restart the system. Boot from the CD (You can change the booting order in the BIOS). The reason why booting from CD is important is because we're going to delete the C: drive partition where Windows is installed and re-format it. For other than bootable partitions, you can reformat it from the Windows itself. (In 'My Computer', right click the drive you like to format and by clicking 'Format' or from DOS Command, FORMAT X:\ (replace x:\ with the drive letter)).
At the Welcome to Setup page, press Enter. Press F8 to accept the Windows XP Licensing Agreement. Press ESC to bypass the repair and install a fresh copy. All the existing partitions and the unpartitioned spaces are listed for each physical hard disk. Use the ARROW keys to select the partition or the unpartitioned space where you want to create a new partition. Press C to create a new partition by using unpartitioned space. Type the size in megabytes (MB) that you want to use for the new partition. Repeat the above steps to create the extra partitions.

Select the format option (FAT32/NTFS) that you want to use for the partition and then press ENTER. After the Windows Setup program formats the partition, follow the instructions that appear on the screen to continue. After the Windows Setup program is completed, you can use the Disk Management tools in Windows XP to create or format more partitions. That's it.
