.dat file is used in various cases. From your question it seems that you are asking about video files. But .dat file is also used as system files in some cases.
In case of Video CD data is writen in .dat files. You can open it easyly with Windows Media Player. To do so just right click on the file ; go to "Open With..." option and then choose Media Player ; check the box below "Always use the selected program to open this kind of file." Then click ok. Your Video file will run fine. If you don't see Media Player in the list then Browse and then locate Media Player from your program files.
Alternatively you can also try copying that file to some other location and then changing its ".dat" extension to ".mpg". It will also work.
But remember if your file is any system file then neither of these two will work. And in that case you need not to manage those dat file.
