Why are actresses of Bollywood more glamorous than Tollywood and Kollywood? Doesnt the censor board involve in this and issue U/A certificate?

and are glamorous in their own way but not upto the other standard...Tollywood Kollywood actresses do try to look glamorous but they dont have an hourglass figure like bollywood. If the censor board had to issue certificates on this basis then most of the movies releasing would be an A only...Bollywood actresses keep good figure and their glamorous exposure does not trigger vulgarity but it is not so with Tamil or Telugu
