Today within 15000 HTC is the best phone to buy because its touch screen window phone and its looks also very good. 2 mega pixel camera with wifi.

i think in the range of 15000 you can get samsung mobiles as these phones deliver an excellent performance , you can go for samsung d900i it's a 3mp phone.

if u want an touch pad ph go with htc its an new company but has some very gud ph. available in the mkt. or u can go with nokia 5300, n72, sony w580i,
