You must have seen how the soldiers fight for their Nation's victory. They have only one aim to win and to win only. Same way whenever some one in love they are so desperate that if any of their family members reject their love for some reason, they goes to such a extend that they are ready to do anything like getting married running away from home, attempt to suicide or any other method. At any cost they want to win in their love like soldier on the war.

I can add to a13's comment on this sarcastic way of looking at love. Since both love and war are performed due to passion, chances are that these are ruled by the mind and heart rather than some precise logic or the sciences. This may appear as unfair to many logically-thinking person ... hence the phrase.

Well basically its an exaggerated line which implies that one can do anything in love and for love and similarly in war. Inboth the cases to achieve victory one can make the smartest moves to the most lowest dirtiest ones. It almost implies both love and war is a game where there are no rules and every move you make is fair whether right or wrong!
