If the girl's parents say no to their relationship, is it the end of the world. I do not think so. he should keep on trying to pursue his parents to talk to the parents of the girl. I hope, that if the elders will talk with each other, some concrete should surely come up for the betterment of both of them. He should not feel depressed. Moreover, he should take the girl in to confidence before proceeding. If the girl is also deeply in love with him and will not buckle under the pressure of her parents, then he should proceed and pursue his parents in finalising his lady love's case (because parents are normally very much attached to their children, so I hope that his parents will surely oblige).
