You didn't mention that are you both going in the same college, if you were than it would have been much easier to talk with her. Anyways the best you can do is try to find some common friends between you and her.

After that tell him/her to introduce you to her, that will help you to break the ice with her. Always be polite in your first approach. You know what they say "First impression is the last impression". Don't scare her by going to loud on her. be calm and confident in your approach.

BOth of you got to the college in the same bus, YOU like her by her appearance but you dont know about her. Beofe making a friend you must have some discussion exchange of ideas views ect. Talk to her...Say Hi for couple of days...If she is from your same class ask for notes...get to know her much better...ask her for her number,Say incase you have some doubts about studies...Send her some good frndshp messages...Then gradually after 2-3months let her know your feeling just keep giving hints and finally propose..hope it helps..

Does she every make an eye contact with you. Does she recognise you as a regular goer, like the way you notice. Has she ever smiled at you considering you guys see each other everyday. If yes, then she doesnt mind you and you can initiate probably from an introduction first.
