Without knowing the girl and understanding her mind, you cannot say you love the girl. In love and friendship both of you should know each other intimately. You have not talked to the girl. Neither she talked to you. In such situation friendship cannot grow. A friendship is not like that. It cannot be one sided. It is a relation in between two. if u have never talked to her then the first thing u do to help urself is to make hera gud frnd of urs.. then slowly wen u come across her feelings and all..u shall be alble to knw her better and u shall be able to knw her views also..which shall give an idea of next step!!
even if u have her landline number then it doesnt matter bcoz calling and talking at one's landline number is not a gud thing!! u have to have her cell number with u to talk2her!! lanline par call karne se theek impression nahi padhta!!
so.. just befriendly to her..try to talk2her sometimes and dnt impress her by artificial things.. be normal and natural towards her!! wen u get an idea of her psitive feelings towards u look for an appropriate situation and propose her!!

Never ever call on the girl on her landline if you meet her or see her in college because if by mistake her parent lift up the phone and in hurry you ask for the girl then she will be in trouble. Follow what I have mentioned in your previous question.
