Normally it does not happen like this. Both of them may be good or may a cases both may be bad.
However, the reason of such relation (ache ladke saat mostly buri ladki or achi ladki ke saat bura ladka) is that none of them did know and understand each other at the time of making friendship. All of them were. Probably, they were very enthusiastic to become friends. They did not believe that for friendship they should have undergone a process. That process is to know and understand each other. Each other should be reliable, confident and trustworthy. Those attributes were not known and friendship done hence the misunderstanding, maladjustment, infidelity and distrust now grown in the relationship.
At a later stage those qualities come overground in the nature and activities of the partners.
