That is the rule. Because special laws are made to apply to specified situations which are an exception to the "general".

I guess you are studying law or you are a lawyer. Because such a question can only be asked by a lawyer. Well, in law there is Doctrine of Shadow. If there is a specialised law for a particular subject then applying general law does not seems to be practicable.

general law becomes silent,, when there is special law. my dera when there is specific solution of a thing then wot need to go for a general law.

All matters of law cannot be settled under General Law and there needs to be special laws to take care the special matters.

When a special law is created to look after a special scenario then that is to be exhausted first.No redressal can be sought under the general law.
