An Act comes into force on the date of its Publication in the Official Gazette of that state or in the Cental Gazette or on that date which is mentioned as the Act operational in that publication.

The Act itself has a provision that, from which date onwards the Act shall come into force. Some Act specifically stated that it shall be treated to have come into force from a retrospective date (previous date).
Some Acts will come into force on a future date. In such circumstances, the Act stated that it shall come into force from the date the Government so appoints.
Normally, most of the Acts stated that it shall come into force from the date of publication in official gazette.

It simply means the date on which particular act comes in force not the date on which the legislative assemblies or even parliament had passed it .generally in parliamentary system the date of act being operational is when apex authority gives its consent for e.g president in India ,queen/king in England .

It is the date, on which day it comes into force not the date of passing of ACT. The Act itself contains from which date it comes into force. Some Acts are retrospective. i.e. they come into force not from the date of passing, but from earlier date. The Act should contain such clause. Passing of Act is different from coming into force. Until the President or Governor as the case may be signs the Bill, it would not amount to Act.
