Very few ministers are experts in their fields like our Finance Minister, Defence Minister etc. The entire ministry is run by IAS officers and the feather is put on the minister's cap.

no, there is not need for them to be expert in that. everything else is handelled by experts.
If you want to travel in bus, you dont need to know driving; no need to know how the computer is manufactured to use one

they should only be true and faithful to their job-and mostly they are not.
