Yes it is so because as per section 2(h) of Indian Contract Act all agreement enforceable by law is contract. Hence, all contracts must be an agreement but same is not for vice versa.

since an agreement enforceable by law is a contract all the agreement which can be enforced through court of law is contract. there are many agreements which cannot be enforced through court of law or which is illegal etc hence these can never convert in contract. hence it is said "all contracts are agreement but all agreements are not contract."
