it depends on the type of girl you are purposing.
traditionally-you need a lot of time.
modern-you need a lot of confidence+look matters.
semi-you need mixture of above two.
if you like her and she know that then don't hesitate because time never wait.
just go and tell what why you like her(never ever hasitate).
