L1 is given in case a candidate has been with the organization for at least one year. Moreover, this is intra-company transfer and stops being active as soon as the company is changed. You will have to remain within the organization fold if you require to use it.

No L1 and H1 visas both are invalid, if you left the organigation. Only for h1 u are having the chance of transfer

No he as to quit the country also. If he resigns on L1 visa he has to leave the country next movement.
