Hi you can reduce the unwanted fat by doing exercise. Also eat balanced meals. To reduce fat on the hips do cardio workout (walking/ cycling/ swimming) for 30 to 45 minutes 3 times a week. On alternate days do weight training exercises. Focus on squats, lunges, step ups and dead lifts. These will tone your hip muscles. Eat low fat, low calorie diet. Include variety of low fat foods in the diet. Include green leafy veggies, fruits, salads, nuts, low fat milk, and low fat paneer. Avoid oily, fatty, junk and processed foods. Drink plenty of water.
