Most of the guys in your age have the waist of about 27. I feel its good as a genes of 28 size looks good. If you can just increase it to 30 or 32 would be fine, and as you are still 22 you might reach that in aobut 2 to 3 years. Eat more of fatty foods such as ghee, butter, chocolates, icecreams, non veg, egg etc to put on weight and increase your waist size. Its eazy to increase waist size but difficult to reduce it. So be careful, lest it does not become 36 or more. 'Lower the waist line Higher the life line'
