if the place is under your custody then u can , but if its used by public, then u have to inform local counsellor and do it.

Thethodi si jagah you mention might be more important to them. Aap sochti hain ki is jagah par Paudha lagane se kisi ka bura nahi hoga. This is your thinking. There might be others jo aur paudha lagana chahenge. The KMC might have their own plans. So, although it is a good deed but, unse permission leni uchit hogi.
