Is Pan/Gutka meant for spiting from bus/car for spoiling clothes of persons coming behind you or to color the roads and buildings?

pan guthka neither meant to color the clothes nor the buildings. the fault is of the user who uses this.
he can chew it 4 his own mean but he has no right to create problm 4 others or to stain the public property.
