I think NONE. Mainly becoz Our President's donot hav more Constitutional rights compared to our P.M's. So u cannot judge/ rate their performances so to b call'd them as BEST..................

In distant past : Dr. Rajendra Prasad (the down to earth man) and Dr. S Radhakrishnan (the highly intelligent and versatile intellectual whose books are still read with grear reverence)

In current decades (last 20-25 years): No one come close to the great genius Dr. A P J Abdul Kalam. I think it was the good fortune of Rashtrapati Bhawan that such a great and noble human being lived their. He is the man who inspired we Indians to dream big. Google
