Its better to get a nurse from a hospital who would take care, than allow some one from bureau / agent, as ur sister U say is suffering from a serious disease. Or it would be better to admit her to baptist / charity / hospital meant for such disease, where she would be well taken care of. You have to contact their embasy and say about your idea. Some of the counties has some exam to practice there. Malaysia you can do your practice without further studies....shift it...You could consult with an immigration counsellor.
