Can anyone create an id on other persons name n post mail in a group forum ? can that be taken legally?

No Sir, This is Illegal. This is Called Spam.

If any body face this Problem then they can make a complaint against Them. If this email id provided by any Free Email Host (Like gmail, hotmail, rediff) then you can make a complaint against them for Spam. But one thing is no one can create duplicate mail id (because all mail id is unique, like if anyone already created vikasjain@gmail.com then other person can't create that id). So before make a complaint please review once that the mail is really a Spam or Not. Sometime it can be happen the both of the person share the Same Name.
