The modern era in the CFL began when the CFL was formed in 1958. Prior to that there were three football leagues in Canada that could compete for the Grey Cup.
The IRFU (Interprovincial Rugby Union {I kid you not}), the WIFU (Western Inter provincial Football Union) and the ORFU (Ontario Rugby Football Union).
That is why there are some strange winners of the Grey Cup in early days.
