It was a multi-crore scam in 2003 that made the Gujarat government change travel concession rules. Ten travel operators identified by Gujarat Tourism made a pact and printed LTC forms and certificates with forged signatures of approving authorities. These certificates were in great demand by government employees who never actually went on the tours. The revenue department conducted a surprise check on the claims submitted by employees and found the license plate numbers listed in the forms to be of transport trucks and even auto rickshaws. Furious, top officials stopped all payments and canceled the LTC scheme. On demand from employees unions, the scheme was reintroduced in 2008 on the condition that they would have to travel in government-owned transport.
